A new survey found that 3 in 4 Arizonans with intellectual and developmental disabilities (I/DD) caregivers support Medicaid Managed Care as an option for providing Long-Term Services and Supports (LTSS) such as Home and Community Based Services (HCBS). .

The survey, commissioned by Arizona for Better Medicaid (ABM) and conducted by OH Predictive Insights (OHPI), interviewed I/DD professionals and families to gain an accurate understanding of the needs of I/DD members and those who take care of them to win. The survey of 325 nurses was conducted from May 4th to May 30th, 2022 and has an error rate (MoE) of ±5.43%.

“People with intellectual and developmental disabilities have not been offered the opportunity to benefit from a fully integrated health insurance option for all of their services, and this survey shows that there is a real need for change in this community,” said Bettina, Arizona Executive Director for Better Medicaid Nava. “Expanding choice by offering a fully integrated health plan option for services gives individuals and families a voice and choice to increase control over their health care.”

Managed care is a way of organizing healthcare for better outcomes. Health plans — sometimes called managed care organizations (MCOs) — work with the state to balance resources, improve the quality of care, and match individuals with care providers. For Arizona’s I/DD community, physical and behavioral services are already operated in a managed care delivery system through health plans, while HCBS programs that include home nursing, therapy services, adult day care, postdoctoral qualification and more are not integrated as an option are for individuals and families.

Caregivers want more accountability and competition in the healthcare system for people with I/DD. Key findings from the survey include:
— 71% of caregivers believe there needs to be more competition in the HCBS care system to support people with intellectual and developmental disabilities.
— 78% believe there needs to be more accountability in the HCBS care system.
— 63% of caregivers favored a Medicaid managed care option at the start of the survey, and that support rose to 76% after learning more about the model.
— Nurses were particularly drawn to the model’s emphasis on ensuring that a case manager is responsible for coordinating the care of all services, including HCBS.

“Although support for Medicaid managed care was already high among caregivers of Arizonas with intellectual and developmental disabilities, it is interesting to see which elements of the program resonated best with them,” said Mike Noble, OHPI’s director of research. “The data shows that security and stability in those responsible for care and services, as well as flexibility with the ability to choose a fully integrated healthcare plan, are very important to the caregivers and family members of people with an intellectual or developmental disability.”

The survey results indicate clear support for a Medicaid managed care option for Arizonans with intellectual and developmental disabilities. Family members and carers want more choice and autonomy when it comes to caring for their loved ones.

Methodology: This survey was conducted as an online opt-in panel survey. The survey was commissioned by Arizona for Better Medicaid and conducted by OH Predictive Insights May 4-May 30, 2022. The sample size was 325 completed surveys with a MoE of ±5.43%. Respondents qualified as a professional caregiver to an individual registered with the Department of Developmental Disabilities (DDD) or as a family member caring for an individual registered with DDD. This nationwide survey was conducted through a mixed platform. Numbers may not add up to 100% due to rounding.
